According to Director Wilma Perante of PSA R08, significant improvements in poverty incidence among families between 2015 and 2018 were noted in three provinces -- Northern Samar, Samar, and Southern Leyte. Said provinces moved one cluster higher from 2015 while Eastern Samar and Leyte maintained their 2015 cluster categories -- Cluster 2 and Cluster 3, respectively. Only the province of Biliran belonged to cluster 4 in 2018.
